When you Run OBD scan in PEPS Utils you will see this info  

When RFA is Locked  and  UWB is Enable then you can Copy the Key from the Locked RFA Module with the HW03-C adapter connected with the HW04-C Tools.

IF UWB shows as Disable then then on those Models You can copy OBD 2017 to 2020 the Key on to HW13/HW14 Keys

For any models where UWB is not Enabled and OBD Duplicator does not allow copy then its only possible to Swap to a New RFA to able to Program Keys on those Vehicles.
